You have to change a config somewhere to say you’re using HQ, it only works with V3. And this new version lets you scan. See post here:

Yes it is a chonk! You bought the right thing. Currently the hardware changes are not merged and we haven’t written instructions. The code changes to the OpenSCAD are here if anyone is interested: The STL of the optics module is here: optics_picamera_hq_rms_f50d13.stl (1.8 MB) The assembly is pretty much the same as the normal optics module except that you need to remove the big heavy black C-mount ring from the Camera.
